Colorado Announces TAC For Tiny Houses

I am pleased to announce we have appointed new members to our Technical Advisory Committee (TAC) to fill the two tiny home industry positions. They are the following:
 
Tracy Manchego-Baker with Tiny Building Experts operating out of Colorado Springs, and 
Margarita Gonzalez with miniDwell operating out of Denver. 
 
We appreciate the efforts put in by all the applicants for these two positions and look forward to receiving input on effectively implementing House Bill 22-1242 from all interested stakeholders, not just those serving as current and new members on the TAC. Your voice will be heard, regardless of your position on or off the TAC.

I would also like to take this time to announce I have hired a new Director of our Office of Regulatory Oversight. Sam Albrecht started in the position on October 4th. 
 
For the past five years, Sam has been the County Manager for Elbert County where he completed a new comprehensive plan and strategic plan for the county; managed several different offices/departments there including its Public Works, Community and Development Services, and Emergency Management to name a few; and served as the Budget Officer and Public Information Officer. He also operated his own consulting business the last 11+ years, helping organizations find their strategic direction. Sam’s prior experience includes high level leadership in several associations and organizations covering a variety of industries in several states. He has a proven track record of building bridges and maintaining productive relationships at a local and state-wide level, which is exactly what we need in this position. I am excited to have Sam on board to help implement 1242 and to improve our processes for effectively regulating offsite construction and installation in our state. 
 
I plan to potentially send additional information over the weekend in preparation for our meeting on 11/1. For now, block off 8:30-11:30 AM on your calendars and prepare to go through House Bill 22-1242. While you are at it, please block off the same timeframe for the following anticipated future TAC meeting dates, which all also occur on a Tuesday:

– January 17th
– January 31st
– February 14th
– February 28th

– March 28th
 
I also recommend noting in your calendar that the planned outcome from these meetings is to have proposed rules filed with the Secretary by March 30, 2023. Those proposed rules along with any public testimony submitted in response to them will be considered at a rulemaking hearing before the State Housing Board on Tuesday, May 9, 2023. Any proposed rules adopted by the Board will then become effective on June 30, 2023, which is the day before the date set in HB22-1242 to begin the process for certifying “tiny homes” as defined in the bill through a state-wide program that you and other interested parties are all going to help establish for Colorado.

Colorado Tiny House Bill HB22-1242 passed the senate and was signed on May 17th, 2022. This bill expands the authority of the State Board of Housing (board) in the Department of Local Affairs (DOLA) to promulgate rules establishing standards for tiny homes that cover the manufacture,assembly, and installation of tiny homes; and uniform foundation construction standards for factory-built structures or tiny homes in areas of the state where no standards exist. The rules must
be promulgated by July 1, 2023.
