Colorado H8-1242 had a hearing with the House Transportation and Local Government Committee on March 1st, 2022. The motion passed on a vote of 8 to 5. The sponsors are Representatives Cathy Kipp, Tony Exum, and Senators Joann Ginal, and Dennis Hisey. This bill expands the authority of the State Board of Housing in the Department of Local Affairs toset standards for tiny homes.It increases state expenditures inFY2022–23 and state revenue beginning in FY 2023–24.

Per my understanding and in consulting with my TH builder, this bill is to associate Tiny homes in the factory home industry so they have a place in the codes for a building inspector to provide a certificate of occupancy. The bill specifically excludes THOWs in the wording. While this is the step in the right direction, it will help my builder and where I’m placing my TH to be certified. THOWs are still a grey area even if this bill passes.

This bill does NOT exclude THOWS. We were on 2 calls with the legislators and building officials, it is all about tiny houses on wheels as a permanent dwelling.
